Crossroads GPS is a 501(c)(4) 'social welfare' organization co-founded by Republican strategist Karl Rove. In the 2014 cycle it supplied roughly 99 percent (about $4.82 million) of the funding for Carolina Rising, the group that ran pro-Tillis ads, and separately spent millions of its own money on ads attacking Tillis's Democratic opponent, incumbent Senator Kay Hagan.
