Elaine Luria is a retired U.S. Navy commander and Democrat who represented Virginia's 2nd Congressional District from 2019 to 2023 before narrowly losing to Jen Kiggans in 2022. In November 2025 she launched a 2026 campaign to reclaim the Hampton Roads-based seat and is the Democratic primary frontrunner.
